It basically says, it allows foreign communications, communications believed to be from foreigners related to espionage, related to terrorism, to be collected not just the data about them but the conversations, themselves. Now Inside that data, there's some subject because you're talking about such a huge pool and because of some technological necessities, there are some Americans' communications
